Ivo Dam Crisis: Sen. Osita Ngwu Presses FG for Action as Flood Ravages Mpu, Okpanku

ENUGU — Senator representing Enugu West Senatorial District, Distinguished Senator Osita Ngwu, has renewed his call for the Federal Government to complete the long-delayed Ivo River Dam Project in Enugu State, following the latest devastating flooding in parts of Aninri Local Government Area.
The renewed appeal comes amid severe flooding in communities including Mpu and Okpanku, where reports indicate that homes, farmlands and community infrastructure have been affected, while access routes between some communities have been disrupted. Recent reports have also confirmed loss of lives in the affected areas.
The flooding has once again brought the unfinished Ivo River Dam into public focus. The Federal Government's dam profile lists the Ivo River Dam as a 20-million-cubic-metre earthfill dam in Aninri, Enugu State, under the Federal Ministry of Water Resources, with the project classified as ongoing.
Senator Ngwu had previously raised concerns over the prolonged delay in completing the Ivo and Mgbowo River Dam projects, describing them as important infrastructure with potential benefits for irrigation, water supply, fisheries, agriculture and economic development.
There is also a documented history of federal legislative attention to the project. In 2023, the House of Representatives called for the completion of the Ivo River Dam after noting concerns affecting communities downstream, including Mpu and Okpanku. House proceedings in 2024 also recorded concerns about flooding and the incomplete dam infrastructure.
The latest flooding has intensified calls from residents and community stakeholders for urgent government intervention. Reports indicate that several villages have been affected, with houses and farmlands submerged and residents forced to seek temporary shelter in public buildings and religious centres.
While residents and some community leaders have attributed part of the recurring flooding problem to the unfinished Ivo Dam, the precise contribution of the dam infrastructure to the September 2026 flooding has not been independently established. A technical assessment by the relevant authorities would be necessary to determine the immediate causes and the role, if any, played by the dam.
Against this backdrop, Senator Ngwu's renewed push for the completion of the project comes at a critical time for communities affected by flooding.
The senator's position is that the Federal Government should move beyond prolonged delays and take decisive steps toward completing the project, allowing the people to benefit from its intended purposes while addressing longstanding concerns surrounding the abandoned infrastructure.
Beyond the question of completing the dam, affected communities are also in urgent need of emergency relief, evacuation support, assessment of damaged homes and farmlands, and measures to prevent further loss of lives and property.
The latest development has therefore placed the Ivo River Dam project back at the centre of discussions about flood management, agricultural development and infrastructure in Aninri and surrounding communities.
